Once built, you can set up a Make Component Bill, and a colonist with a crafting skill of eight will be able to transform 12 pieces of steel into one component.
Additionally, a colonist will need a construction level of six to handle building it. The bench itself requires 200 Steel, 12 components, and two advanced components. This requires you to research Microelectronics, followed by the Multi-analyzer, and finally Fabrication. To do so, first, you'll need to unlock the Fabrication Bench.
Instead of spending hours searching for components, you can instead just make your own. As with many tasks in this Survival game, sometimes it's best to do things yourself.
